WHO ARE THEY?

WHAT IS A HOUSING ASSOCIATION?
Housing Associations provide affordable housing to meet local needs. Housing Associations work closely with local authorities and others to house people in need, build new homes for rent and for shared ownership, contribute to community regeneration, as well as providing a range of services that make a positive difference to the communities where they work. Housing Associations, sometimes called registered social landlords, are not-for-profit organisations that own and manage their homes. They are controlled by management boards made up of volunteers, including tenants, with a range of professional skills and local knowledge.
WHAT ARE THEIR AIMS & OBJECTIVES
Using funding secured from the Welsh Assembly Government we have:
- Implemented a diversity training programme for our staff, board members and tenant representatives.
- Developed a Regional Race Equality Strategy to improve our performance in providing quality-housing services that meet the needs of Black Minority Ethnic (BME) communities and individuals in North Wales.
- Carried out door-to-door survey with BME individuals, talking about their housing needs. This information was used to finalise our Regional Race Equality Strategy, which in turn will assist our daily work to provide quality-housing services for BME families and individuals.
NWREP members have agreed to adopt a common racial harassment policy and procedure, in order to have a consistent approach across North Wales. If you encounter problems of racism please contact your social landlord who should have the following procedures in place:-

Prevention
Housing Associations will take all possible steps to prevent the occurrence of racial harassment, including:
- providing information on the policy to tenants at sign up
- publishing the policy in newsletters etc
- emphasising the clause on harassment in the tenancy agreement
- involving residents in consultation and reviews
- working in partnership with other agencies eg Police, CRE, AWEMA, Victim Support, participating in local /national initiatives to promote inclusion and celebrating diversity
- raising awareness and promoting support groups
- representation on RSL Boards, and staff awareness
- establishing a staff code of conduct
- Taking Action against Perpetrators
The utmost effort will be used to identify the perpetrators and appropriate action will be taken against them. The needs and wishes of the victim will be taken into account when planning action to be taken eg. a request for confidentiality may limit the scope of possible action.
Housing Associations will consider the use of:
- verbal/written warning/file note
- mediation services where appropriate
- engage perpetrators in cultural/community awareness initiatives
- recharge for damage
- civil legal remedies, including formal cautions, injunctions, Acceptable Behaviour Contracts, Anti Social Behaviour Orders, Parenting Orders
- criminal prosecutions under relevant legal sanctions
- tenancy enforcement and/or eviction
