The section of the web site has two aims.

Racism
Every educational establishment should take action to challenge and prevent racism. (CRE)
All educational establishments should also follow a code of practice. This code is designed to help local education authorities (LEAs), governors, schools, colleges and universities ensure that education is provided without discrimination in accordance with the 1976 Race Relations Act.
How does the education system work and who has responsibility?
Each school must have an anti-bullying policy that sets out how it deals with any incidents of bullying. As necessary, you should follow the local complaints procedure. This may involve complaining in writing to the head teacher, chair of governors and local education authority in that order
School governing bodies
All publicly-funded schools have a governing body. These are made up of parent representatives, the head teacher, serving teachers, governors appointed by the local education authority and members of the local community. They are responsible for main policy decisions within schools including:
- Academic matters
- School discipline
- The appointment and dismissal of staff
- Repair and maintenance of school buildings
- Admissions for some types of school
They are also responsible for implementing the recommendations of inspection reports and are required to make these reports and their action plans available to parents.
Local education authority responsibility
Local education authorities’ duties towards schools can be divided into five areas:
- Strategic management
- Specific grants
- Special educational needs
- School improvement
- Access to education
Secretary of State.
You may also complain to the Secretary of State. If it is believed that a governing body or LEA has failed to carry out a statutory duty, or acted unreasonably in the strict legal sense, which means in a way no other such body would have acted, the Secretary of State may intervene.
